Officials have accused the owner of New England Spine and Disc Center, Eugene Kramer, of sending invoices to various lawyers for chiropractic treatment, which were then relayed to an automobile insurance company in Rhode Island to pay out on personal injury claims.
An undercover investigator paid 15 visits to Kramer’s office for treatment, claiming to have been injured in a car accident. The investigator never received a diagnosis, treatment, medical notes, or a future treatment plan through the course of any of the visits.
The investigator received an email from Kramer’s office appealing to Progressive Insurance for settlement of the alleged injury, also containing reimbursement for chiropractic services.
Kramer pled guilty to health care fraud by billing for days a patient did not attend treatment and treatment not provided, and falsifying medical notes and documentation to support nonexistent personal injury claims. These are federal charges, for which he faces up to 13 years in prison and $350,000 in fines.
